The ToggleLayerCommand allows you to turn layers on and off.

Parameters
| Name | Type | Description |

| MapServiceName | string | Uses the map service url to gain access to the layer so it can be toggled. |
| LayerId | int | Used to select a specific layer. |
| Name | string | The name is used to collect the layer Id since the Id's can change. |
| SubLayers | ICollection<int> | Holds the layer Id's for any sublayers that may fall under the layer toggled. |
